“How much does the WhatsApp Business API cost?” has a two-part answer, and conflating the two is where confusion (and overpaying) starts. There's what Meta charges for messaging, and what your provider charges for the software on top. Let's separate them.
Part 1 — Meta's messaging charges
Calling the API itself is free. What Meta bills is each delivered message, and the price depends on two things: the category of the message and the country of the recipient.
- Marketing templates — promotions, offers, re-engagement — are always charged, and usually at the highest rate.
- Utility and authentication templates — order updates, reminders, one-time codes — are charged at lower rates, with volume tiers per business portfolio. From 1 October 2026 a utility template is charged even when it is sent inside the customer's 24-hour window (until then, it was free there).
- Service messages — your free-form replies inside the 24-hour customer service window — were free. From 1 October 2026 each business phone number gets 1,000 free delivered service messages per month (unused ones don't roll over); after that, each one is charged at the utility rate for the recipient's country.
- Free entry points — when a customer starts the chat from a click-to-WhatsApp ad or a Facebook Page button, messages in the following 72-hour window are not charged.
Meta decides each template's category — see template categories — and publishes a rate card per country. As an example, Meta's US-dollar rates for the United Arab Emirates from 1 October 2026 are $0.0576 per marketing message and $0.0157 per utility, authentication or (beyond the free 1,000) service message. Rates change every quarter, so always check Meta's current rate card for your markets.
One practical point: keep a payment method on your Meta account. Without one, Meta stops delivering service messages once your free 1,000 for the month are used.
The important structural point: Meta bills all of this directly to your own account, at its rates, whatever provider you use.
Part 2 — the provider (software) cost
A gateway or platform adds the software layer: the API, the 24-hour-window handling, template management, delivery tracking, an inbox, a dashboard. Providers charge for this in different ways — per-message markups, monthly tiers, or both. This is the part to scrutinise, because some providers quietly mark up your Meta traffic on top of their subscription.
The number to watch: markup on your traffic
A per-message markup means your bill grows with every message on top of what Meta already charges you — and from October 2026 that includes more of your everyday replies. At volume, that markup can dwarf the subscription. Always ask a provider one question: “Do you mark up Meta's messaging fees?”
